RedJuliett is a Chinese state-sponsored cyber espionage group, assessed to operate from Fuzhou, China, and first identified in mid-2021. The group's primary motivation is to gather intelligence on Taiwan's economic policy, trade, diplomatic relations, and critical technology development. RedJuliett is distinct for its consistent focus on exploiting known vulnerabilities in internet-facing network edge devices such as firewalls, virtual private networks (VPNs), and load balancers for initial access, combined with a heavy reliance on open-source tools and living-off-the-land techniques to achieve stealthy, persistent access. The group is also known by the aliases Flax Typhoon and Ethereal Panda.
