Nomad Panda, also known by aliases such as APT15, RedFoxtrot, and Vixen Panda, is a highly persistent, China-aligned advanced persistent threat group engaged in strategic cyber espionage. The group has been active since at least 2004, demonstrating a consistent focus on intelligence gathering to support Chinese foreign policy, defense planning, and domestic security objectives. Nomad Panda distinguishes itself through its extensive pre-campaign reconnaissance, development of custom-built malware and modular frameworks, and the frequent adaptation of its tactics to maintain stealth and efficacy, often using zero-day vulnerabilities.
