The group is assessed with high confidence to be of Chinese origin. Their primary motivation is information theft and espionage, conducting highly targeted, short-duration "hit-and-run" campaigns against specific organizations. Ice Fog distinguishes itself by focusing on rapid data exfiltration following compromise, often using custom malware that has later been adopted by other Chinese threat groups. The group's direct operational activity primarily targeted entities in East Asia, particularly South Korea and Japan, but also extended to other countries globally.
