Cyber Partisans is a Belarusian pro-democracy hacktivist collective that emerged in September 2020 following the disputed presidential election and subsequent protests in Belarus. Comprised primarily of Belarusian IT workers, some living abroad, the group's primary motivation is to expose corruption and human rights abuses by the Lukashenka regime and to advocate for a democratic, independent Belarus. They have evolved from initial symbolic defacements to large-scale data breaches, intelligence gathering, and disruptive operations against both Belarusian and Russian state entities. What sets them apart is their unique use of ransomware for political leverage, demanding the release of political prisoners or withdrawal of troops instead of financial payment, and their collaboration with internal opposition movements like ByPOL for operational intelligence. They are part of the broader 'Suprativ' collective.
