The Syrian Electronic Army (SEA) is a pro-Assad hacktivist group that first emerged in early 2011, reportedly as early as January, to support the government of Bashar al-Assad. Their primary motivation is to counter anti-Syrian government narratives in Western and Arab media and to promote pro-Assad activism. While initially comprised of loose technical teams, the group reportedly underwent a structural shift in late 2017/early 2018, evolving to include public relations and domestic cyber policing functions, indicating an adaptation in their operational model. The SEA is notable for being one of the first public internet armies hosted on national networks to openly launch cyberattacks in support of a state, overtly claiming responsibility for their actions for political messaging.
