HAZY TIGER, also widely known as Bitter, APT-C-08, TA397, and T-APT-17, is a sophisticated state-backed cyber espionage group with a sustained operational history dating back to at least November 2013. The group is assessed with high confidence to operate on behalf of an Indian intelligence organization, primarily tasked with gathering intelligence that aligns with the interests of the Indian government. Bitter distinguishes itself by frequently singling out an exceedingly small subset of targets, including government, diplomatic, and defense organizations, predominantly in South and East Asia, with a growing focus on entities with relations or interests in China and Pakistan. The group often experiments with its delivery methods and has shown a gradual geographical expansion in its targeting over time, including recent operations in Turkey and parts of Europe.
