The group first emerged in 2019 and is primarily motivated by intelligence collection requirements, focusing on state-sponsored objectives in South and East Asia. This actor distinguishes itself through its consistent use of spear-phishing campaigns and credential harvesting techniques, evolving to leverage cloud services for infrastructure and custom malware development, such as the CloudPhish tool. While primarily engaged in espionage, an earlier phase of activity under the Outrider Tiger alias also involved operation as an affiliate of the Alphv Ransomware-as-a-Service program, utilizing LukaLocker ransomware, before shifting focus to targeted intrusion and data exfiltration.
